Lawmakers discuss bill to remove difficulties in planning, business, investment activities

National Assembly (NA) deputies on October 30 morning discussed a bill which is built to remove difficulties in planning, and implementing business investment activities and bidding as part of the legislature's 8th session.

The lawmakers listened to a report on the draft Law on amendments and supplements to several articles of the Planning Law, the Law on Investment, the Law on Investment in the Form of Public-Private Partnership, and the Law on Bidding presented by Minister of Planning and Investment Nguyen Chi Dung. They also heard a verification report on this draft Law presented by Chairman of the National Assembly (NA)'s Economic Committee Vu Hong Thanh.

After that, they also heard a report on the draft Resolution on piloting the settlement of evidence and assets during the investigation, prosecution and trial of several criminal cases, and a verification report on this draft Resolution.

The NA deputies then debated in groups on these contents.

The promulgation of the Law on amendments and supplements to several articles of the Planning Law, the Law on Investment, the Law on Investment in the Form of Public-Private Partnership, and the Law on Bidding aims to promptly address difficulties and obstacles related to institutions and laws, thus unlocking and promoting resources for socio-economic development; and resolve urgent challenges related to planning, investment and business activities, public-private partnership investment, and bidding activities.

The law is expected to promote the simplification of administrative procedures, enhance decentralisation and delegation of authority to localities associated with strengthening inspection and supervision; and perfect the legal framework towards international standards.

Vice Chairman of the NA's Economic Committee Nguyen Dinh Viet said that the NA Standing Committee’s 38th session reviewed and provided feedback on this draft law.

The NA's Economic Committee held a plenary meeting to appraise it, and a debate to exchange opinions with representatives of a number of organisations and businesses about the draft Law, he noted.

In the afternoon of the same day, the lawmakers will listen to a report on explanation, acquirement and revision of the draft Law on Civil Air Defence, and then discuss relevant controversial contents at the hall./.
