First Congress of the Vietnam Association for the Protection of People with Disabilities: Innovation, promoting the tradition of solidarity, compassion, and social responsibility.

On the morning of May 19th, in Hanoi, the First National Congress of the Vietnam Association for the Protection of People with Disabilities, for the term 2026-2031, held its session in an atmosphere of enthusiasm, solemnity, unity, and innovation, upholding the tradition of solidarity, compassion, and social responsibility as the country enters a new era. Ms. Ha Thi Nga, Member of the Central Committee of the Communist Party of Vietnam, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, attended and delivered an important speech guiding the Congress.

This is the first Congress of the Vietnam Association for the Protection of People with Disabilities after the merger of the Vietnam Association for the Protection of People with Disabilities and Orphans with the Vietnam Association for the Relief of Disabled Children, opening a new chapter of development based on inheriting the tradition of compassion, responsibility, and achievements cultivated through many generations of leaders and members.

Attending and speaking at the Congress, Ms. Ha Thi Nga, Member of the Central Committee of the Communist Party of Vietnam, Vice President and Secretary General of the Central Committee of the Vietnam Fatherland Front, expressed her appreciation for the efforts of the two associations in preparing for the merger; affirming that the Party and State always pay attention to perfecting the social policy system to better protect and care for people with disabilities, orphans, and vulnerable groups. In the coming time, the Vietnam Association for the Protection of People with Disabilities will continue to build on the achievements of its two predecessor organizations, overcome existing shortcomings and limitations; better fulfill its role in representing and protecting the legitimate rights and interests of people with disabilities and orphans; and strengthen social supervision and criticism to promptly advise and propose improvements to relevant policies and laws.

"The Association needs to conduct research to concretize the action program of the Central Committee of the Vietnam Fatherland Front to implement the Resolution of the 14th National Congress of the Party and the Resolution of the 11th National Congress of the Vietnam Fatherland Front; promote the application of information technology, digital transformation, and build a database on beneficiaries; innovate the dissemination of the Party's guidelines and policies, and the State's laws and regulations; mobilize, encourage, and spread inspiring examples of overcoming difficulties in the community. The Association will continue to innovate its organization, streamline its structure, standardize job positions, and improve the capacity of its staff to meet new task requirements; coordinate with member organizations of the Vietnam Fatherland Front, associations operating in the field of social protection, and State agencies to improve the effectiveness of resource mobilization and implement social security programs in accordance with practical realities," Ms. Ha Thi Nga shared.

The Congress set the goal for the 2026-2031 term to continue adhering to the policies, directions, and resolutions of the Party, State, and Vietnam Fatherland Front, building an increasingly strong organization; promoting the role of a bridge between people with disabilities and orphans with the Party, State, and society; strengthening propaganda to raise community awareness, increasing the mobilization of resources domestically and internationally, and diversifying assistance activities in a sustainable direction. Some specific targets include: Mobilizing resources to reach at least 2,000 billion VND; providing vocational training linked to job placement for 8,000 people; performing cataract surgery for 50,000 cases; performing orthopedic surgery, rehabilitation, and heart surgery for 5,000 cases; donating 40,000 wheelchairs, walkers, and assistive devices; donating 20,000 bicycles; and providing 60,000 scholarships. Organizing training courses, seminars, dialogues, and disseminating policies to enhance the capacity of 7,000 officials, members, and people with disabilities...

During the period 2022-2026, despite facing numerous difficulties due to natural disasters, epidemics, and socio-economic fluctuations, the Vietnam Association for the Protection of People with Disabilities and Orphans mobilized 2,086 billion VND, thereby assisting over 11.5 million people; performing eye surgery for more than 38,000 people; providing free medical examinations and medicine for 449,000 people; and performing heart surgery for 693 cases. The Association at all levels awarded over 79,000 scholarships; supported 92,000 health insurance cards; built and repaired 4,063 charitable houses; and provided vocational training, production capital, and means of livelihood for thousands of people with disabilities and orphans.

Specifically, the Vietnam Association for the Relief of Disabled Children has organized free medical examinations and provided free medicine to nearly 114,000 children; performed free surgeries for 4,030 disabled children; organized 2,001 language and literacy classes for over 15,000 children; provided vocational training and career guidance for 4,010 disabled youth; supported over 2,000 children in integrating into general education; and donated nearly 3,000 scholarships, wheelchairs, walkers, and computers to disabled children.

The merger of the two associations into the Vietnam Association for the Protection of People with Disabilities is a significant milestone and an objective requirement to concretize the major policy of the Party, State, and Vietnam Fatherland Front on streamlining the organizational structure and improving the effectiveness and efficiency of the Association's activities in the new situation.

The merger of the two associations has profound political, social, and organizational significance, creating momentum for development in the new phase. The merger aligns with the Party, State, and Vietnam Fatherland Front's policy of reforming and streamlining mass organizations for efficient operation, in line with the country's development conditions. With their rich traditions, experience, and extensive networks, the merged associations will create greater synergy, enhancing their capacity to organize large-scale, impactful programs. The unified structure will ensure synchronized support activities, overcoming fragmentation and improving the effectiveness and quality of assistance for people with disabilities and orphaned children. The merger aims to lay the foundation for comprehensive organizational and operational reforms, the application of technology, and the enhancement of professionalism, transparency, and sustainability.

At the session on May 18th, the Congress elected the first Executive Committee of the Vietnam Association for the Protection of People with Disabilities, consisting of 75 members, and the Standing Committee, consisting of 13 members. Dr. Ngo Sach Thuc, Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, and President of the Vietnam Association for the Relief of Disabled Children, was elected as the President of the Vietnam Association for the Protection of People with Disabilities for the first term, 2026-2031.

The Congress adopted the new Charter and agreed on the key objectives for the first term (2026-2031), including: Mobilizing at least 2,000 billion VND in social resources; providing vocational training and employment for 8,000 people with disabilities; performing cataract surgery for 50,000 cases; performing orthopedic surgery, rehabilitation, and heart surgery for 5,000 cases; donating 40,000 wheelchairs, walkers, and assistive devices; and awarding 20,000 bicycles and 60,000 scholarships to underprivileged students.

The Congress also decided to continue maintaining and innovating humanitarian programs such as "Lighting up hope for children," the Conference to honor outstanding people with disabilities, orphans and their guardians, and the Singing Contest for people with disabilities...

In his acceptance speech at the Congress, on behalf of the Executive Committee of the Vietnam Association for the Protection of People with Disabilities, first term, Dr. Ngo Sach Thuc – President of the Vietnam Association for the Protection of People with Disabilities – respectfully thanked the Congress for its trust and confidence; and affirmed that this is a great honor and a very heavy responsibility before the Party, the State, the Vietnam Fatherland Front, and the people, people with disabilities and orphans nationwide.

“The Executive Committee of the Vietnam Association for the Protection of People with Disabilities will continue to preserve and promote the tradition of solidarity, compassion, and social responsibility that generations of leaders have painstakingly built; constantly innovate the content and methods of operation, focus strongly on the grassroots, improve the professionalism, effectiveness, and sustainability of social assistance work; promote the connection of social resources from organizations and individuals, and continue to build and strengthen the association to meet the requirements of the new phase,” affirmed Dr. Ngo Sach Thuc./.

According to the investigation, Nguyen Minh Hiep (born in 2004; residing in Thanh Lam commune, Ninh Binh province) and Ban Thi Tam (born in 2006; residing in Bac Quang commune, Tuyen Quang province) lived together as husband and wife and rented a room at alley 31 Nguyen Kha Trac, Phu Dien ward, Hanoi from March 2026 to the present. In the morning sitting on April 20, deputies are expected to hear proposals and verification reports on a range of draft resolutions.
