Starting July 1, 2026, individuals who give birth to or adopt a child under six months of age will be entitled to an allowance exceeding 5 million VND

According to information from the Vietnam Social Insurance, the Government has just issued Decree No. 161 regulating the basic salary and bonus regime for cadres, civil servants, public employees, and the armed forces. Accordingly, from July 1, 2026, the basic salary will be raised from 2.34 million VND to 2.53 million VND/month.

This is not only the basis for calculating salaries and allowances but also the basis for determining many contributions, benefit levels, and subsidies in the social insurance and health insurance policy system according to current regulations.

One of the changes that directly affects a large number of people is the family health insurance contribution rate. According to current regulations, the first person participating in family health insurance contributes 4.5% of the basic salary; the second, third, and fourth persons contribute 70%, 60%, and 50% respectively of the first person's contribution; and from the fifth person onwards, the contribution is 40%.

Following the implementation of the new base salary, from July 1st, the first person participating in family health insurance will pay 113,850 VND/month, equivalent to 1.36 million VND/year. The second person will pay 79,695 VND/month; the third person will pay 68,310 VND/month; the fourth person will pay 56,925 VND/month; and from the fifth person onwards, they will pay 45,540 VND/month.

Increase in social insurance contribution ceiling, changes in family health insurance contribution rates. 

For students, the state budget continues to support at least 50% of the health insurance contribution. Accordingly, the maximum contribution for students from July 1st is 56,925 VND/month, equivalent to 683,100 VND/year. In cases where localities have additional support policies, the actual amount students have to pay may be lower. According

to the 2024 Social Insurance Law, the minimum salary used as the basis for mandatory social insurance contributions is equal to the reference level, and the maximum is 20 times the reference level at the time of contribution.

During the period before the abolition of the base salary, the reference level is determined by the base salary. Therefore, from July 1st, the minimum salary used as the basis for mandatory social insurance contributions is 2.53 million VND/month, while the ceiling increases to 50.6 million VND/month.

The adjustment of the social insurance contribution ceiling aims to ensure the contribution-benefit principle, while creating a basis for maintaining the fairness and sustainability of the social insurance fund in the long term.

Many types of benefits have increased accordingly, adding advantages for those participating in social insurance and health insurance.

Along with the contribution rate, many social insurance benefits calculated based on the base salary have also increased from July 1st. Specifically, the one-time allowance for those giving birth or adopting a child under 6 months old increased from 4.68 million VND to 5.06 million VND. The funeral allowance increased from 23.4 million VND to 25.3 million VND.

For monthly survivor's benefits, the amount received by each dependent is 50% of the base salary, corresponding to an increase from 1.17 million VND to 1.26 million VND/month. In cases where the dependent does not have a direct caregiver, the amount is 70% of the base salary, corresponding to an increase from 1.63 million VND to 1.77 million VND/month.

According to the Vietnam Social Security (BHXH), the adjustment of contribution and benefit levels based on the new base salary aims to ensure the consistency of the social security policy system and contribute to improving the rights of those participating in social insurance and health insurance.

The Social Security agency also recommends that citizens, workers, students, and households proactively monitor the expiration date of their health insurance cards, update the new contribution levels from July 1st, and check information through official channels to avoid receiving inaccurate information from unofficial sources.
