According to the recently issued decision on health insurance coverage targets for the period 2026-2030, the percentage of people participating will gradually increase each year. From 95.98% in 2026, this figure is expected to reach 100% by 2030. Even in the pivotal year of 2026, many provinces and cities have already received high targets, notably Hanoi (96.25%), Ho Chi Minh City (96%), and mountainous regions like Cao Bang (99.36%).
The focus of the next phase of the roadmap is to expand the financial support network to help people more easily access healthcare services. Currently, the Ministry of Health is tasked with coordinating with relevant agencies to research and propose increasing the level of support for health insurance contributions for vulnerable groups, including policy beneficiaries, near-poor households, and people with disabilities.
At the local level, in addition to support from the central budget, provinces and cities are required to proactively mobilize legal resources to provide further assistance to the people. Priority groups include students, middle-income agricultural, forestry, and fishery workers, ethnic minorities, and grassroots security forces. These targets will not only be a matter of campaigning but will be directly incorporated into annual socio-economic development resolutions, with allocations and responsibilities assigned down to the commune level.
Alongside increased support for citizens, the management of health insurance contributions will also be tightened. The Ministry of Finance and the Vietnam Social Security will focus on promoting online public services and upgrading the inspection system to increase transparency in procedures. At the same time, authorities will strengthen the review of payrolls at businesses to detect early and strictly handle cases of delayed, late, or evaded health insurance contributions.
The combination of expanding the support network and resolutely addressing violations is expected to help the health insurance fund develop sustainably, ensuring that 100% of the population has a solid financial safety net when they fall ill./.
