The case files have been transferred to the Ministry of National Defense for investigation into violations by four businesses at Bach Mai Hospital and Viet Duc Hospital (Branch 2)

The Investigation Police Department of the Ministry of Public Security has just issued the Conclusion of Investigation into the case of "Violation of regulations on the management and use of State assets causing loss and waste; Fraudulent appropriation of property; and Bribery," which occurred at the Ministry of Health and related units.

The investigation into irregularities at Bach Mai Hospital and Viet Duc Hospital, Branch 2 - under the Ministry of Health, continues.

Regarding the irregularities at the Bach Mai Hospital and Viet Duc Hospital (facility 2) projects, Ms. Nguyen Thi Kim Tien (former Minister of Health) and her accomplices are alleged to have committed acts constituting the crime of violating regulations on the management and use of state assets, causing losses and waste.

In the case that occurred at the Ministry of Health, the Police Investigation Agency - Ministry of Public Security collected information and documents related to contractors that are enterprises under the Ministry of National Defense (including General Corporation 36; General Corporation 319; Thanh An General Corporation and Armephaco Joint Stock Company) and transferred them to the Criminal Investigation Agency of the Ministry of National Defense.

During the investigation of the case, the Police Investigation Agency - Ministry of Public Security collected information and documents related to contractors that are enterprises under the Ministry of National Defense (including General Corporation 36; General Corporation 319; Thanh An General Corporation and Armephaco Joint Stock Company). The Police Investigation Agency of the Ministry of Public Security separated the actions and documents related to these contractors and transferred them to the Criminal Investigation Agency of the Ministry of National Defense for investigation and handling according to its jurisdiction.

The investigating agency determined that, during the implementation of the contracts, these enterprises spent tens of billions of VND on leaders of the Ministry of Health's Key Medical Units at a rate of 5% of the pre-tax payment value. Due to the defense-related nature of these units, the Police Investigation Agency separated the relevant actions and documents and transferred them to the Criminal Investigation Agency of the Ministry of National Defense for handling according to its jurisdiction.

According to the investigation's conclusions, during the implementation of the two projects (construction of the new second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital), when selecting contractors for 10 construction packages, the contractors contacted former Minister of Health Nguyen Thi Kim Tien or Nguyen Chien Thang (former Director of the Key Health Project Management Board, Ministry of Health) to discuss and seek assistance in carrying out the contracts.

Specifically, for contractors who contacted and received Tiến's assistance, Tiến would arrange for them to work directly with Nguyễn Chiến Thắng to reach an agreement on the contract. 

Two of Ms. Tien's subordinates, Nguyen Chien Thang and Huynh Huu Tuan, both former directors of key health care units, were found to have colluded with contractors to pay 5% of the pre-tax payment value in order to facilitate disbursement.

According to Thang and Tuan's testimonies, a portion of the money was later given to Ms. Tien. The two defendants confessed to transferring 17.9 billion VND and 100,000 USD; while Ms. Tien admitted to receiving a total of 7.5 billion VND. Notably, Ms. Tien has repaid 14.5 billion VND to mitigate the consequences.

According to investigators, the case involving former Minister Nguyen Thi Kim Tien has been determined to have caused losses of up to 803 billion VND./.
