For effective implementation, the Politburo assigned the Government Party Committee to direct the Ministry of Education and Training, the Ministry of Finance, relevant ministries and localities to develop detailed plans to ensure proper implementation of the roadmap and beneficiary groups.

Previously, the Politburo reviewed and evaluated the initial results of implementing Resolution 18 on innovation and reorganization of the political system towards streamlining, effectiveness and efficiency. On that basis, the Politburo agreed to promote the comprehensive implementation of the tasks of Resolution 18 in 2025, requiring drastic and synchronous implementation to achieve the set goals.

More than three months ago, during a group discussion in the National Assembly, General Secretary To Lam affirmed that the State's universal education policy aims to ensure that all children go to school and have the opportunity to learn. This process is implemented step by step, starting from primary school, then expanding to higher levels of education. The State not only creates conditions for children to go to school but also aims to provide financial support, such as tuition fee exemptions and free meals.

Currently, many localities such as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang... have spent their budgets to partially reduce or exempt tuition fees for preschool and primary school students./.
