Scene of the meeting to discuss the operation of the Maternal and Child Health and Reproductive Health Information System (e-MCH) and the integration and sharing of data from the medical examination and treatment management software (HIS), the electronic version of the Maternal and Child Health Record Book.

The meeting was held in person and online connecting the Lao Cai Provincial Department of Health. Dr. Nguyen Tri Thuc, Deputy Minister of Health chaired the meeting. Attending the meeting were Mr. Sasaki Shohei, First Secretary of the Embassy of Japan in Vietnam; representatives of UNICEF, JICA; a number of Departments, Bureaus, and units under and directly under the Ministry of Health.

Information at the meeting said: The e-MCH information system through the United Nations Children's Fund UNICEF has been completed, initially successfully connected. The system is being piloted in 7 provinces: Lao Cai, Dien Bien, Lai Chau, Son La, Gia Lai, Kon Tum, Dak Nong.

The system is a technological solution connecting HIS software to the electronic version of e-MCH software. Thereby, it helps grassroots medical staff manage and monitor each individual; at the same time, it helps reduce the time required to compile reports.

In particular, the reported data is also synthesized in a more complete, scientific, accurate and systematic manner; thereby helping provincial and central hospitals to more easily manage their work; at the same time, planning and building policies, professional interventions to accurately solve problems in the field of maternal and child reproductive health, reproductive health in Vietnam today.

At the meeting, representatives of Lao Cai province, the software pilot unit, "demonstrated" the results of the process of instructing mothers to install the electronic version of the Maternal and Child Health Record Book software when coming to the Lao Cai Provincial Obstetrics and Pediatrics Hospital and at the Luong Son Commune Health Station, Bao Thang District; the process of entering medical examination and treatment data on the HIS software by medical staff; the process of connecting data on the e-MCH Information System and exporting data via the electronic version of the Maternal and Child Health Record Book.

Currently, the system records data sent from 43 medical examination and treatment facilities in the province (including 08 hospitals), a total of 2,530 records, of which (2,158 are valid; 372 are invalid), the number of invalid records accounts for 17.2%.

The representative of the National Health Information Center said that, implementing the Government's digital transformation orientation, recently with the support of the Government of Japan, the United Nations Children's Fund in Vietnam, the National Health Information Center and related units have built the e-MCH information system. According to the design, the system will receive data from medical examination and treatment management software; process and transfer data to medical statistics software to automatically generate reports as required by the Ministry of Health, and at the same time transfer data to the Mother and Baby Book so that mothers can monitor their health status during medical examinations and treatments.

The National Health Information Center has received the handover of the server system to install the information system in the field of maternal and child health/Reproductive health from the Embassy of Japan and the United Nations Children's Fund and is completing the level of network safety and security according to current regulations of law...

At the meeting, representatives of the Embassy of Japan in Vietnam and UNICEF expressed that they will continue to accompany and support the Vietnamese health sector in expanding this system nationwide and other important activities, contributing to the care, protection and improvement of the health of the Vietnamese people.

After listening to opinions from the Embassy of Japan in Vietnam, UNICEF, JICA and the Departments, Bureaus, and Lao Cai Provincial Department of Health, on behalf of the Ministry of Health, Deputy Minister of Health Nguyen Tri Thuc respectfully thanked the Embassy of Japan in Vietnam, UNICEF, and JICA for supporting and accompanying the Ministry of Health in building the e-MCH Information System; at the same time, Deputy Minister Nguyen Tri Thuc also commended relevant units of the Ministry of Health, Departments of Health, and medical facilities in the provinces of Lao Cai, Dien Bien, Lai Chau, Son La, Gia Lai, Kon Tum, and Dak Nong for their constant efforts to design, build, and test the operation of the e-MCH Information System.

From the results of the pilot implementation, Deputy Minister Nguyen Tri Thuc requested relevant units to study and propose integrating the e-MCH Information System into the National Population Data Center (VneID) of the Ministry of Public Security./.
