After 25 years of construction and development, experiencing many difficulties and hardships, but with love, a kind heart, and the sharing of benefactors, the staff and members of the Hanoi Association for the Relief of Disabled Children (CTTEKTHN) have been and are continuing to write stories that light up dreams and aspirations for disabled children and children in difficult circumstances.
Attending the event were Mr. Ngo Sach Thuc, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, former Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Association for the Relief of Disabled Children, together with Vice President Do Thi Hue and Chief of Office Mai Thi Hanh; Mr. Nguyen Hong Son, Vice President of the Central Committee of the Vietnam Association for the Promotion of Education; People's Artist Tong Toan Thang, Director of the Vietnam Circus Federation; Mr. Nguyen Kim Hoang, former Deputy Standing Committee of the Hanoi Party Committee's Mass Mobilization Committee, Vice President of the Vietnam Association for the Promotion of Children's Rights, President of the Hanoi Association for the Promotion of Children's Rights, along with the entire Executive Committee and staff; representatives of many departments, agencies and branches of Hanoi City.
Increasingly strong and effective
25 years ago, with the desire to have a common home for disabled children to be protected, cared for, assisted, studied and trained, and integrated into community life, in 2000, the People's Committee of Hanoi City decided to establish the Hanoi Association for the Relief of Disabled Children and in May 2017, decided to change the name to its current form.
In the early days, despite difficulties in facilities and finance, with perseverance and determination, the Association gradually formed activities with clear directions, from propaganda and mobilization, organizing medical and educational support programs to donating wheelchairs and scholarships to disabled children.

Through 4 congresses, the Executive Committee of the Association of Special Education for the Disabled has gathered prestigious individuals with high professional qualifications, compassion, and dedication to the work of caring for, educating, and nurturing children with disabilities and children in difficult circumstances. The members of the Executive Committee are not only those who are working in the field of special education, but also individuals who, although retired, continue to contribute with a spirit of volunteerism and high responsibility. Thanks to the correct leadership and direction, the Association's Executive Committee has always excellently fulfilled its assigned tasks, constantly innovated educational methods, and improved the quality of education and care for children with disabilities.
The Association has organized practical activities, thereby contributing to improving living and learning conditions for children, supporting specialized teachers, and raising community awareness of the rights of children with disabilities.
In addition, the Association is also an important bridge between individuals, charitable organizations and disabled children, calling for the joint efforts of society in helping them have opportunities to study and develop comprehensively. These efforts have brought about positive changes, helping disabled children confidently integrate into the community and have a better future.
“A day of charity, a peaceful night’s sleep. A lifetime of charity, a peaceful return to paradise. That clear goal is imbued in all the Association’s officials. If we do charity not for personal gain, not for status, then we will feel at ease. If we want to do charity, everyone must follow the slogan ‘Build many friendly bridges to build charity bridges’” – the late Chairman Nguyen Trieu Hai once said.
“Individuals and charitable organizations find that the projects we build to help disabled children are very reasonable and that the funding sources are all used openly, transparently and effectively,” said former Chairwoman Tran Thi Minh Phuong.
Regarding care and rehabilitation, every year, the Association coordinates with Hanoi Rehabilitation Hospital to organize examinations and preliminary classifications for disabled children in units, and at the same time provide advice to teachers, school and center staff, parents and caregivers of disabled children.

From 2012 to present, the Association has carried out medical examination and treatment for disabled children in 24 districts, towns and 10 units for raising disabled children in the city; provided consultation for over 1,000 disabled children; treated over 20 disabled children in especially difficult circumstances each year; organized 30 training courses, 35 seminars, and published documents on "Guidelines for care, intervention and education of disabled children" for officials, teachers of schools, centers and parents of disabled children.
Regarding cultural and vocational education for children with disabilities, the Association coordinates with the education sector to mobilize children with disabilities who are still able to attend school to attend appropriate types of schools and classes. Special education centers and schools in the city have all done their job well, providing practical support for cultural education for children with disabilities.
Regarding the spiritual care of children with disabilities, the Association mobilizes resources from the community and society and organizes visits, presents gifts, and encourages children with disabilities on the occasion of Tet and holidays; organizes cultural activities, sports competitions, cultural festivals, tours, picnics, and spring fairs for children with disabilities.
Breakthrough in term V
At the 5th term Congress, Mr. Nguyen Kim Hoang, former Deputy Standing Committee of the Hanoi Party Committee for Mass Mobilization, was elected as Chairman of the Association of Disabled Children, continuing to gather people with experience in the field of caring for and educating children with disabilities and with a compassionate heart, who spare no time and effort to contribute to the development of the Association. The program of this period of the Association sets new, practical and effective requirements. The Association identifies the goal of working towards facilities for caring for and educating children with disabilities throughout Hanoi, especially in remote and disadvantaged areas. Accordingly, the Association actively mobilizes charitable individuals and organizations at home and abroad to support children in difficult circumstances, creating conditions for them to receive health care, cultural education, vocational training, and enjoy spiritual and material care, creating opportunities for them to live equally, integrate into the community, contributing to the good implementation of the Law on Persons with Disabilities and the Law on Children, and the good implementation of the movement "Leaving no one behind" launched by the Government.

If from 2014 to 2023, the Association only mobilized over 2 billion each year, in 2024 it mobilized over 5 billion VND. Inheriting and promoting the results of the previous 4 terms, this 5th term of the Executive Committee of the Association for the Disabled has recorded a breakthrough with the amount of money and goods converted into money of over 30 billion VND from social resources. Since then, the Association has helped hundreds of thousands of disabled children to benefit, contributing to improving the lives of children and their families.
Over the past 25 years, the Association has become a trusted partner of many domestic and international organizations and individuals. The Association has mobilized large contributions from organizations such as the Blue Dragon Organization of Australia, the Eurasian Brotherhood of France, the Dich Vong Ward Women's Association, the Orion Confectionery Company, the Vietnam Circus Federation, Tuan Chau Tourist Area and many other individuals and organizations at home and abroad. "There will be more and more such organizations and individuals coming to the Association because we work on the principles of openness, transparency and direct delivery to the recipients" - Chairman Nguyen Kim Hoang affirmed.

“We have full confidence in the Association’s confirmation and delivery of gifts to those in need. That is why all our activities are conducted through the Association,” said Ms. Pham Thuy Dung, Sales Director of the Northern Supermarket Channel of Orion Vina Food Company Limited.
“Xa Dan Secondary School receives special attention from the Association because we have the largest number of disabled students in the country. The students are not only connected with major sponsors by the Association but also receive health care,” said principal Pham Van Hoan.
For its outstanding achievements during its operation, the Association of Vietnamese Women's Health has received many awards at the state and city levels: in 2005, it received a Certificate of Merit from the Government, in 2019, it received the Excellent Emulation Flag from the Hanoi People's Committee, in 2020, it received the Third Class Labor Medal from the State, and every year it is awarded a Certificate of Merit from the City People's Committee and the Association of Vietnamese Women's Health.

Looking back at 25 years of development and growth, those working in the CTTEKTHN Association have the right to be proud of their achievements. That success is achieved first of all thanks to the attention, leadership and direction of the city government, along with the participation of organizations, material and spiritual support from organizations and individuals at home and abroad, contributing to spreading the spirit of humanity and kindness "Leaving no one behind".
