(SKTE) TThe Children's Health Magazine is pleased to present the full text of the announcement of the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam, which took place from September 18 to September 20, 2024, in the capital city of Hanoi.
As part of the comprehensive work program, the 10th Plenum of the 13th Central Committee of the Communist Party convened from September 18 to September 20, 2024, in Hanoi.
The Plenum discussed and gave feedback on the following content: The draft Political Report of the 13th Central Committee of the Communist Party of Vietnam; the draft Summary Report on several theoretical and practical issues concerning the socialist-oriented renovation process over the past 40 years in Vietnam; the draft Summary Report of the 13th Central Committee on the review of Party building work and implementation of the Party’s Charter; the draft Report evaluating five years of implementation of the 10-year Socio-Economic Development Strategy 2021-2030; the direction and tasks for socio-economic development for the 5-year period 2026-2030; the Summary Report on the implementation of the Party Election Regulations, attached to Decision No. 244-QD/TW dated June 9, 2014, by the 11th Central Committee, and the draft amendments and supplements to the Party Election Regulations; the Summary Report on personnel work of the 13th Central Committee and the personnel direction of the 14th Central Committee; the introduction of the planning for the Politburo and Secretariat for the 14th term, 2026-2031; the addition of personnel planning for the 14th Central Committee, 2026-2031; the report on the implementation of the 2024 socio-economic development plan and the projected 2025 plan; the report on the evaluation of the 2024 state budget and the 2025 state budget estimates; the national three-year financial plan for 2025-2027; the investment policy for the entire North-South high-speed railway project; the policy to establish Hue as a centrally-governed city; the election of additional members to the Central Inspection Commission of the 13th Central Committee, and other important matters.
1. Regarding the draft documents for the 14th Party Congress
1.1. The Draft Political Report for the 14th Party Congress
The Central Committee studied, discussed, and generally agreed with the structure and main contents of the draft Political Report for the 14th Party Congress. It analyzed and emphasized the meaning and theme of the 14th Congress, affirming that the draft Political Report contains many new elements and significant differences compared to the 13th Congress, with strategic and historical importance. It sets the foundation for the next phase, marking a particularly important milestone for Vietnam's rapid and sustainable development, fitting the needs of the era, and opening a new era of Vietnam's advancement.
The Central Committee concurred that despite significant challenges, with the high determination and efforts of the entire Party, the people, the army, and the political system, the implementation of the 13th Congress's Resolution has achieved outstanding successes: (1) Economic development has met most key objectives. (2) Culture, society, and human development have made notable progress. (3) National defense and security have been strengthened, with elevated international relations and integration. (4) Party building and the political system have become more synchronized, clean, and strong; the fight against corruption and negative issues continues to yield crucial outcomes.
The Central Committee determined that, during the 14th Congress term, it is essential to continue reinforcing Party building and the political system in a clean, strong, and comprehensive manner; to harness the strength of culture, people, and national unity, combined with the strength of the times; to foster innovation, digital transformation, and green transformation; to ensure rapid, sustainable national development and firm protection of the homeland; to maintain peace and stability, leading Vietnam to become a developing country with modern industry and high-middle-income status by 2030, celebrating 100 years of the Party's establishment. This vision aims to achieve the 2045 objective of Vietnam becoming a developed, high-income country.
1.2. The Draft Summary Report on Several Theoretical and Practical Issues Concerning the Socialist-Oriented Renovation Process over 40 Years in Vietnam
The Central Committee agreed that the draft report had been comprehensively and deeply prepared, reflecting new theoretical issues derived from practice. This report is crucial in further developing the Party's theory on the country's renovation and development over the past 40 years, building the direction, perspective, objectives, and solutions for the next phase. The Central Committee affirmed the enormous and historically significant achievements of Vietnam's 40 years of development under the Party's renovation policy. At the same time, it frankly pointed out the shortcomings and difficulties in each field, laying out solutions to continue the comprehensive and synchronized renovation and development of the country and protection of the homeland in the new phase.
The Central Committee contributed many intellectual, responsible ideas to improve the draft report, focusing on six areas of theoretical development: National independence and socialism; the creative and breakthrough thinking in developing a socialist-oriented market economy; culture, society, and human development; national defense, security, and foreign affairs; and Party building and the clean, strong political system.
1.3. The Draft Summary Report on Party Building Work and the Implementation of the Party’s Charter for the 14th Party Congress
The Central Committee stated that the current Party Charter has been implemented for three terms, and most of its content remains appropriate to the present situation. The rules and guidelines from the Central Committee are specific and easy to implement, ensuring the Party's leadership and meeting the requirements for Party building and rectification in the new context. The Central Committee agreed that the Party Charter does not need to be amended or supplemented at the 14th Congress. However, it suggested that the 14th Central Committee be tasked with continuing the review and study of the Party Charter’s implementation for future consideration.
1.4. The Draft Report on Five Years of Implementing the 10-year Socio-Economic Development Strategy (2021-2030) and the Direction and Tasks for the 2026-2030 Period
The Central Committee acknowledged the achievements of the past five years in the context of global and domestic challenges. It noted progress in macroeconomic stability, inflation control, and ensuring key economic balances. Improvements were also seen in cultural, social, and human development. Nonetheless, the Central Committee identified limitations such as slower-than-expected economic growth and structural reforms, calling for intensified solutions to accelerate development in the new phase.
The Central Committee approved the core content of the draft documents to be presented at the 14th Congress and tasked the Politburo with refining the drafts based on feedback.
2. Summary of the Party’s Election Regulations and Proposed Amendments
The Central Committee emphasized the importance of ensuring democratic, rigorous election procedures within the Party and suggested amendments to clarify and strengthen existing regulations. The Politburo was tasked with finalizing and approving these updates.
3. Personnel Planning for the 14th Central Committee
The Central Committee stressed the critical importance of selecting the right personnel for the 14th Central Committee, with a focus on integrity, unity, and leadership abilities, to guide Vietnam into a new era of development.
4. Draft Socio-Economic Development and Budget Reports for 2024-2025
The Central Committee reviewed and provided feedback on the draft socio-economic development and budget reports, focusing on enhancing economic growth and fiscal responsibility. The Politburo will finalize these reports for submission to the National Assembly.
5. High-Speed Railway Project and Hue City
The Central Committee agreed on the need for investment in the North-South high-speed railway and approved the proposal to establish Hue as a centrally-governed city, with final approval to be sought from the National Assembly.
The Central Committee urged unity and determination across the Party and nation to overcome challenges and successfully implement the 2024 objectives, ensuring the successful organization of Party congresses at all levels in preparation for the 14th Congress.
