Standards for special education support staff for people with disabilities starting December 16

The standards for special education support staff for people with disabilities are outlined in Circular 21/2023/TT-BGDDT issued by the Ministry of Education and Training.

The circular specifies the job title codes, professional standards and salary ranking for special education support staff in public educational institutions.
According to Article 3 of Circular 21, staff supporting the education of people with disabilities must meet the following standards:
Professional Ethics Standards
● Comply with the guidelines of the Party, the policies and laws of the State, and the regulations of the education sector;
● Be responsible in their work; love, respect and treat fairly people with disabilities, while supporting and protecting their rights and interests;
● Cooperate with colleagues, the families of people with disabilities, and other organizations or individuals in supporting the education of people with disabilities;
● Lead a healthy, civilized lifestyle in line with the educational environment.
Educational and Training Standards
● Hold a college degree or higher in the field of special education support for people with disabilities, or a college degree or higher in fields such as teacher education, social work, psychology or health;
● Complete the professional training program for special education support staff as required.
Professional Competency Standards
● Understand and apply the Party's guidelines, State laws, and relevant sectoral and local regulations concerning the education of people with disabilities;
● Have knowledge of the characteristics and needs of people with disabilities and the tasks of supporting their education;
● Apply basic professional knowledge and skills to support the education of people with disabilities;
● Be capable of implementing or coordinating the educational support program for people with disabilities according to the educational level;
● Possess skills in providing support, consultation and cooperation with teachers, families and communities in the education of people with disabilities.
