Hanoi plans to restrict polluting vehicles in 12 districts

Twelve current districts in the capital city of Hanoi are on the list of areas to be considered for restricting polluting vehicles, aiming to improve air quality and reduce congestion.

After a week of collecting public opinion on the draft Resolution stipulating criteria, conditions, procedures and processes for determining low emission zones (LEZs), Hanoi has released a second draft with more specific regulations. In particular, the scope of the area restricted from polluting vehicles has been expanded compared to the old draft.

The new draft sets out six criteria for identifying emission-restricted areas, including the entire strictly protected and emission-restricted areas according to the capital’s planning until 2030 with a vision to 2050.

Among them, five more districts are expected to be established by 2025, and will join the LEZ plan alongside two planned cities to the north and the west.
Additional criteria include zones with consistently poor air quality, particularly those failing national standards for a year or more and areas, with public support for stricter emission standards.

In the short term, the draft advises local authorities to ban heavy diesel trucks, prioritize vehicles meeting Euro 4 emission standards, and impose entry fees for vehicles below this standard or those failing to meet emission regulations.

Residents and businesses within LEZs will have 12 months to transition to low-emission or compliant vehicles.

The pilot model of low-emission zones and restrictions on polluting vehicles is expected to be implemented from the beginning of 2025./.
